New Energy Assistance Pilot Program

SNAP has begun a pilot program for Avista customers only, that would provide year-round assistance.  Eligibility guidelines are as follows:

  • Only available to Avista customers
  • Provides a year-round Avista bill rate discount (natural gas or electric, must choose one)
  • It is a Pilot program (test program). There are no guarantees that it will continue past September 2017.
  • Limited to 800 customers; 700 in Spokane County; and 100 in Stevens, Lincoln and Ferry counties.
  • The rate discount starts on October 1, 2015
  • It is only available for customers in Spokane, Stevens, Lincoln, and Ferry counties.
  • It is available for limited income senior, and disabled customers, living on a fixed income
  • To be placed on a list to be signed up for the October 1, 2015 program start date:
    • Spokane County customers must contact the Northeast SNAP office at 509-487-1114.

Stevens, Lincoln and Ferry counties customers must contact Rural Resources at 509-685-6000.

Living Green with SNAP

SNAP’s Living Green program connects and provides access to educational resources which create opportunities, with dignity, for low income people living within Spokane County. Through adoption of our low cost, no cost methods, individuals can adopt a lifestyle that is healthy, economically viable and socially just. The goal is to encourage and inspire people to tread lightly on our planet. Living Green staff promotes sustainability and conservation through small and large group workshops, outreach events, bi-monthly electronic newsletters and website resources. This website will get you familiar with our programs, in addition to providing you with resources and ideas on ways to take personal steps towards a more sustainable lifestyle.

Avista Rate Increases – Public Hearing Notice


What is this about?

  • On Monday, August 18, 2014, a settlement was reached on Avista’s most recent rate case before the Washington State Utility & Transportation Commission (UTC)
  • Before the settlement is final, UTC commissioners will vote on the settlemtn agreement after attending (2) public hearings in Spokane, WA.


Why should I care?

  • Electric customers could see an increase of $2.10 a month or (2.6%).
  • Natural gas customers could see an increase of $3.62 a month or (5.9%).
  • Increased rates will be effective January 1, 2015.
  • The increase will allow Avista to make key capital investments in utility infrastructure and recover operating costs of serving customers.
